What to say here- this is The German Uniform from the early period of the war. And it's... pretty impractical with these colours. Even Poles, British and French had better with their khaki variants.
And to answer your question - this camouflaged part of equipment is a tent, not a camouflage smooch.

The camouflaged equipment, the Zeltbahn, could indeed be used as a smock/raincoat. It was a multi-purpose piece of equipment.

Correct it is splinter version zeltbahn. I would suppose the language is polish.

That's actually a German Corporal. It's only a sergeant when the white tress goes all the way around the shoulder board and doesn't stop at the bottom.

Compare it to the uniforms of nations I mentioned in the description, and you will get a better picture.
